Bernardin, Lochmueller and Associates, Inc. (BLA) was founded by Vincent Bernardin and Keith Lochmueller in 1979 in Evansville, Indiana as a planning firm. Since then BLA has grown to a staff of over 140 and four offices with clients nationwide. While maintaining a strong focus on planning, today the firm’s services range from the earliest planning and data collection phases through public involvement, design, and construction oversight. This comprehensive range of services allows BLA to better understand and appreciate client’s ultimate goals and how to achieve them. Given the firm’s deep roots in planning, BLA appreciates the importance of “environmentally sensible solutions.” Environmental analysis, whether for major capital projects or site development, requires a detailed knowledge of the interrelationships among land use development, economic conditions, transportation systems, societal patterns, and environmental resources.
